(not the truck in question, though visually similar!)
99 Ford Ranger 4 wheel abs. It's my Dad's truck, and the problem is, the abs stays on. Not sure when it started, but it came on sometime and killed the battery. We heard the extra sound when we connected jumper cables, and figured out that it was the HCU constantly running. We ended up pulling the 50 amp fuse under the hood to stop it. It was even running without the keys in the truck. Any ideas?

Leave the abs fuse out. Enjoy stomping on the brakes in the dirt.

Have you checked the sensors? If they get too dirty or knocked around, just one malfunctioning will enable that light and turn the whole system off. You also need to watch out if your hubs are wearing out. A lot of times the metal shavings from the hub will get into the sensor and cause it to quit working.
It's 4x4, right?

I haven't checked the sensors yet, but that is as good a place as any. Would they cause the ABS to cycle even though the vehicle was parked, with the keys out of the ignition like that? I have zero experience with troubleshooting ABS systems, so many times they slide things past me.

Yes, the ABS light will stay on as long as there is an issue with one of the sensors. It's just telling you that there is something wrong and the system is off.
Is the light flashing?

That's the thing, it wasn't just the light. It was the actual HCU under the hood that was running. The light was on, but the pump was running as well. With the Fuse #3 pulled, the pump stopped (of course) and the light went out. Not sure if the light out was a result of the fuse pull or because the ABS HCU stopped pumping, but I would have guessed that if it was a bad sensor, the light would have stayed on.

The light is run off the fuse as well in most cars I've seen.

Possible there is a short/fault in the abs unit. My suggestion is take it somewhere that has an abs scanner. If the light is on them it should be throwing a code.
My Disco had ABS issues but it would just turn the ABS and traction control off. The issue was a bad ground within the unit which is a common problem on those trucks but an easy fix.

Short of having codes to go off of, I'm going to go with ABS relay. If that failed in the closed/on position it would cause the pump to run all the time (I think, without looking at a wiring diagram).

It will work fine without ABS.
